The Vermont Global Committment Register (GCR) is a database managed by the Department of Vermont Health Access (DVHA). Not only does it track changes to existing Medicaid policy (including most rate changes), under Vermont's 1115 Global Commitment to Health Waiver, it is also how the State manages public notice for these changes. All Vermont Medicaid services, including Choices for Care, Traumatic Brain Injury services and the Attendant Services Program are covered under the 1115 Global Commitment to Health waiver.
