Vermont State Plan on Aging
The 2023-2026 Vermont State Plan on Aging includes assurances and plans to be conducted by the Vermont Department of Disabilities, Aging and Independent Living (DAIL) in coordination with our community partners under the relevant provisions of the Older Americans Act. DAIL has been given the authority to develop and administer the State Plan on Aging in accordance with all of the State activities related to the purposes of the Act, including the development of comprehensive and coordinated systems for the delivery of supportive services, such as multipurpose senior centers and nutrition services, and to serve as the effective and visible advocate for older adults and family caregivers in Vermont. The Administration for Community Living authorizes and monitors the Vermont State Plan on Aging.

In conjunction with Vermont’s State Plan on Aging, each Area Agency on Aging has developed a four-year Area Plan, outlining goals and objectives for the coordination of services and supports within their service area. Vermont State Plan on Dementia
The Vermont Department of Disabilities, Aging and Independent Living (DAIL), in its efforts to design and develop the State Plan on Dementia, convened a subcommittee of the Governor’s Commission on Alzheimer’s Disease and Related Disorders and other aging network providers. This subcommittee was charged with providing guidance and oversight for the development of a plan to help the state policy makers and stakeholders better understand how the estimated increase in people with dementia will need to be met with a corresponding increase in resources, including caregivers, specialized care units, respite services and education. In 2009 JSI Research and Training Institute Inc., under contract with the Department of Disabilities, Aging and Independent Living completed an evaluation and published Vermont's State Plan on Dementia.
Vermont Medicaid State Plan
Under Title XIX of the Social Security Act, the Vermont Agency of Human Services receives authorization from the Centers for Medicare and Medicaid Services (CMS) to provide medical coverage for eligible people. State plan services are managed by the Department of Vermont Health Access (DVHA) and are funded through Vermont's Global Commitment to Health 1115 Waiver.
